Consideration of initiative applications for inclusion of the publication in the Russian Science Citation Index (RSCI)

At the end of 2018, the Working Group (the main expert body of RSCI) adopted the decision described in the RSCI Regulations (Section 4): The journal can be examined for inclusion in the RSCI either through the procedure of extended monitoring of the quality of publications included in the RSCI (paragraph 4.2), or through an individual examination (paragraph 4.3).

An initiative application may be submitted by a representative of the Copyright Holder of the publication, subject to confirmation of his authority. Previously, the journal must be re-registered on the website https://elibrary.ru , if it has not been done before. We recommend filling out a new registration questionnaire not only for journals applying for inclusion in the RSCI, but also for all scientific publications, since some new indicators used in the evaluation of journals will be calculated based on information from registration questionnaires.

Consideration of applications and decision-making is carried out once a year at the beginning of the summer season. Applications for the next examination are accepted from August 12 to October 15, 2021. The examination and evaluation of applications in the thematic councils of RSCI will take place in early 2022. The Working Group will make a final decision in May 2022.

Dear colleagues, before submitting an initiative application for inclusion in the RSCI, we kindly ask you to carefully review paragraph 4 and Appendix 4 to the RSCI Regulations to make sure that your publication meets all the formal requirements that apply to journals. At a minimum, the journal should be included in the 1st quartile according to the SCIENCE INDEX rating or the rating of Public Expertise, or currently be included in one of two databases: Web of Science Core Collection, Scopus.

We remind you that the successful submission of an application for inclusion in RSCI, of course, indicates the high potential of the journal (based on formal indicators), but does not guarantee inclusion in RSCI. It should be noted that the examination is complex, and not only formal signs affect the final decision. The main attention is paid to the quality of the scientific content of the publication, its fame and authority in the professional community.
